In an official State of the Game announcement on“Tom Clancy’s The Divison” Steam Community page, publisher UbiSoft promised that the Challenge Modes in the game will no longer scale the quantity of enemies according to the player group size. Apparently, that made the Underground Challenge Mode, too, easy.
Instead, what will happen in this “Tom Clancy’s The Division” game mode is that the enemies will scale with regard to HP and damage. Smaller groups of players will encounter more enemies with less HP and damage capabilities, while bigger groups will take on harder enemies. On a related note, loot odds have also been lowered so that more enemies don’t automatically translate into more loot.
In other patch notes, Update 1.4 will also fix bugs that affected gameplay balance in “Tom Clancy’s The Division.” These fixes are mainly with regard to reduced NPC damage, health on kill numbers, and the opportunity to earn Double XP in a certain time period. The only problem here is that UbiSoft doesn’t exactly promise a target date for “Tom Clancy’s The Division”‘s Update 1.4. They’re only saying that they’re working on it, which isn’t too much consolation for the game’s loyal player base. They’re going to need to do something soon, as the reception for the game isn’t exactly the best it could be, and the more they leave balance unfixed, the faster the massively multiplayer online game could die.
